Appointments to Advisory Committee of the Partnership Fund for the Disadvantaged
The Government today (February 2) the appointment of 10 non-official members from the welfare, business and academic sectors to the Advisory Committee of the Partnership Fund for the Disadvantaged.
The 10 members appointed are: Ms Ellen Chan Kit-wing, the Rev Dorothy Lau, Mrs Julie Lee Lau Chu-lai, Mr Ma Siu-leung; Prof Mok Bong-ho; Ms Theresa Tao Chee-ying, Dr Jimmy Wong Chi-ho, Mr Charles Yang Chuen-liang, Mr Yeung Po-kwan and Dr Yue Kwok-to. The appointments took effect from February 1 for a term of two years.
The advisory committee, chaired by the Director of Social Welfare, is to examine applications for the Partnership Fund for the Disadvantaged and all matters relating to the fund's operation.
The Secretary for Health, Welfare and Food, Dr York Chow, welcomed the appointments of 10 members coming from the welfare, business, academic and district background. He looked forward to their contribution to the advisory committee.
The $200 million fund was established to promote the development of a tripartite social partnership between the Government, the business community and the welfare sector in helping the disadvantaged. Applications from welfare non-governmental organisations (NGOs) would be invited.
Following is a brief biography of the members:
Ms Ellen Chan Kit-wing is an appointed District Council member with long services in the Eastern District and has an extensive network with local dignitaries.
The Rev Dorothy Lau is the director of Hong Kong Sheng Kung Hui Welfare Council which provides a wide range of welfare services. She has also served on the Social Welfare Advisory Committee.
Mrs Julie Lee Lau Chu-lai is the chairperson of Parents' Association of Pre-school Handicapped Children. She is also a member of the Rehabilitation Advisory Committee and the Social Welfare Department's Lump Sum Grant Steering Committee.
Mr Ma Siu-leung, being the chief executive officer of Fung Kai Public School, is an expert in information technology and well versed with government operations.
Prof Mok Bong-ho is the Professor of Department of Social Work, the Chinese University of Hong Kong and the chairman of the Boys' and Girls' Clubs Association of Hong Kong. He is very familiar with tertiary education and research relating to capacity building.
Ms Theresa Tao Chee-ying is the principal of Hong Kong True Light College and assistant chief commissioner of the Hong Kong Girl Guides Association. She shows concern about community affairs and has assisted the Social Welfare Department in various district programmes, volunteer and youth services.
Dr Jimmy Wong Chi-ho is the president of Tung Chun Group. He is active in both the business and welfare sectors. On the commercial side, he is the vice-president of the New Territories General Chamber of Commerce and a committee member of the Hong Kong Chinese Importers' and Exporters' Association. On the welfare side, he has been the chairman/vice-chairman of several NGOs.
Mr Charles Yang Chuen-liang a chartered accountant, is a member of the Social Welfare Department's Steering Committee on Promotion on Volunteer Service as well as the convenor of its publicity sub-committee. He has rich experience in publicising volunteer services and fund-raising with the Community Chest.
Mr Yeung Po-kwan is a retired school principal. He is very active in community services and currently serving in the executive boards of a number of NGOs covering a wide range of services. He also possesses rich experience in public affairs and is a member of the Health Care and Promotion Fund Committee.
Dr Yue Kwok-to is the director of Chinetek Analytical System Limited. He is also a member of the executive committee of Christian Action, a non-subvented NGO.
