Appointment to the Advisory Council on Food and Environmental Hygiene
The Government today (March 31) re-appointed Professor Yuen Kwok-yung, the chair
professor of Infectious Disease and head of the Department of Microbiology of
the University of Hong Kong, as the chairman of the Advisory Council on Food and
Environmental Hygiene (ACFEH) and nine incumbent members. Six new members were
also appointed in this exercise.
The ACFEH is a non-statutory body established on April 1, 2000, to advise the
Government on food and environmental hygiene issues. The members will serve a
term of two years with effect from April 1, 2005.
The terms of reference of the ACFEH are shown in Annex.
The new members are: Mr Felix Fong, Professor Sara Ho Suk-ching, Dr Wong Sin-ying,
Dr Lo Chi-kin, Miss Lam Chui-lin and Dr Winnie S M Tang. Following is a brief
biography of the six new members:
Mr Felix Fong is a member of the Broadcasting Authority, the Country and Marine
Parks Board, the Liquor Licensing Board and the Football Betting and Lotteries
Commission. He is a senior partner of Fong & Ng Solicitors.
Professor Sara Ho Suk-ching is a member of the Advisory Committee on Agriculture
and Fisheries, Agricultural Products Scholarship Fund Advisory Committee and the
Marketing Advisory Board. She is the chairman of the Department of Marketing of
the Chinese University of Hong Kong.
Dr Lillian Wong Sin-ying is an academic and expert in food hygiene. She is
currently the head of the Department of Hotel, Service and Tourism Studies of
the Institute of Vocational Education (Chai Wan), the Vocational Training
Council.
Dr Lo Chi-kin has served on the Consumer Council (1994¡V2001), Basic Law
Promotion Steering Committee (1998¡V2002) and Independent Police Complaints
Council (1998¡V2003). He is the managing director of C.K. Lo & S. Lam Ltd.
Miss Lam Chui-lin is an elected member of the Eastern District Council. She is
also a member of the Appeal Board (Amusement Game Centres) Appeal Tribunal Panel
(Buildings), and Eastern & Wan Chai Youth Affairs Co-ordination Committee of the
Social Welfare Department.
Dr Winnie S M Tang is a member of the Digital 21 Strategy Advisory Committee.
She is the founder and chief executive officer of ESRI China (Hong Kong) Ltd. Dr
Tang was named the Women of Influence ¡V Young Achiever of the Year Award 2004.
The ACFEH, as from today, comprises a chairman, 15 non-official members and four
public officers. The new membership list of the ACFEH is as follows:
