Public to be consulted on health care service models in July

The Health and Medical Development Advisory Committee (HMDAC) today (May 27) received reports from its three working groups on their study of the proposed service delivery models for primary, secondary and tertiary health care in Hong Kong.


The three working groups are: Working Group on Primary Care, Working Group on Secondary Care and Working Group on Tertiary and Specialised Care (see Annex for membership).


The working groups were set up following the resolution of the first HMDAC meeting in March to review and develop future service delivery models for the three levels of health care in Hong Kong. The meeting also agreed, as a second step, to deliberate on health care financing issues.


Noting that the working groups had been working under a very tight time frame, the Secretary for Health, Welfare and Food, Dr York Chow, also the chairman of HMDAC, thanked members of the working groups for devoting their time and energy in identifying existing problems and developing possible solutions to the problems in their respective areas of study.


The HMDAC discussed the proposals of the three working groups and identified areas for further deliberation. It is expected that the service delivery model proposals will be finalised by July this year.


The meeting also agreed to launch a major consultation exercise in July to gauge public views on the proposals.


During the consultation exercise, legislators and District Council members would be fully briefed. Separate reach out sessions would also be organised from end July to early August to solicit views of the public and specific interest groups including doctors' unions, unions of nurses and allied health professionals, prominent patients groups and Hospital Authority staff.


In the latter half of the year, the HMDAC will concentrate on development of health care financing options. A report on the HMDAC�� s deliberations will be published by the end of the year. The community will then be consulted again on the committee�� s health care financing proposals.
