Appointments to Community Investment and Inclusion Fund Committee
The Government today (April 24) announced the appointment of Mr Yeung Ka-sing as
the Chairman of the Community Investment and Inclusion Fund (CIIF) Committee
from May 1 for a term of three years.
The Government also appointed seven new members for a two-year term and
re-appointed four incumbents to serve on the committee for another year from
April 1.
The new members are: Mr David Chan Wai-ming, Ms Chau Chuen-heung, Mr Chia
Kok-onn, Dr Alice Chong Ming-lin, Mr Lai Chi-tong, Professor Joe Leung Cho-bun
and Dr Stanley Ma Ching-hing.
The Secretary for Health, Welfare and Food, Dr York Chow, welcomed the
appointment of the new CIIF chairman.
"Mr Yeung's appointment would help the CIIF, which is tasked to promote social
capital and cross-sectoral collaboration, to develop further partnership with
other sectors of the community such as the housing and the business sectors," Dr
Chow said.
Mr Yeung said he was encouraged by the achievements of the CIIF and looked
forward to taking up the challenge to bring it to its next stage of development.
The following is the brief background of the new chairman and members:
Mr Yeung Ka-sing
Mr Yeung comes from the business sector and has more than 10 years of experience
in public and community services in a wide range of areas, including social
welfare. He was the former convenor of the Sub-Committee on Promotion of
Corporate Volunteering of the Social Welfare Department, and a member of the
Rehabilitation Advisory Committee and the Women's Commission. He is the Chairman
of the Hong Kong Housing Society at present.
Mr David Chan Wai-ming
Mr Chan is an elected member of the Tsuen Wan District Council and a member of
the Town Planning Board. He has been closely involved in CIIF projects with
hands-on experience in mobilising participation from people across the spectrum.
Ms Chau Chuen-heung
Ms Chau is the vice-chairperson of the Island District Council. She leads a very
successful CIIF project in Tung Chung and is familiar with the concepts of
social capital. She is also a member of the Women's Commission. Her appointment
is expected to help the CIIF Committee further network with the women��s groups
and district organisations.
Mr Chai Kok-onn
Mr Chia is the President of the Hong Kong Venture Capital Association. He has a
good sense of social responsibility and has been involved in projects marrying
social capital mission with entrepreneurship. This would help CIIF to further
promote tripartite partnership.
Dr Alice Chong Ming-lin
Dr Chong is an associate professor and associate dean of the Faculty of
Humanities and Social Sciences of the City University of Hong Kong. She has been
involved in an academic evaluation of the CIIF and has a good understanding of
social capital and the CIIF.
Mr Lai Chi-tong
Mr Lai is the Director of the Aberdeen Kaifong Welfare Association Social
Service Centre. He leads several successful CIIF projects. He understands CIIF
and the social capital concepts well and should be able to help promulgate such
concepts.
Professor Joe Leung Cho-bun
Prof Leung is the head of the Department of Social Work and Social
Administration of the University of Hong Kong. He has a solid knowledge of
social capital and has assisted in the work of the CIIF Committee. He was also a
member of some welfare-related Committees such as the Social Welfare Advisory
Committee before.
Dr Stanley Ma Ching-ting
Dr Ma is the council member and deputy commissioner of the St John Ambulance. He
is enthusiastic and will be able to facilitate further partnership with the
uniformed groups.
The four incumbent members re-appointed are Dr Thomas Chan Sze-tong, Dr
Christopher Leung Man-kit, Mr Tso Kai-lok; and Ms Jessie Yu Sau-chu.
Dr Chow was pleased to see that members were coming from diverse backgrounds -
the welfare, business, district, health and education sectors - which was a good
example of cross-sectoral collaboration.
He looked forward to their contribution to the committee and the continued
promotion of social capital in Hong Kong.
Dr Chow also thanked the three outgoing members, Dr Joseph Kwok Kin-fun, Prof
Angelina Yuen Tsang Woon-ki, and Mr Wong Siu-yee for their contribution to the
work of the committee during their tenure.
The $300 million CIIF was established in 2002 to encourage mutual concern and
help among people, to further develop community support network and to promote
community participation. The CIIF committee is tasked to consider and approve
funding for applications and to advise the Government on the development of
social capital.
The late chairman, Dr Raymond Wu, passed away in October, 2006, and the
vice-chairperson, Ms Sophia Kao, has been acting as the chairperson since then.
