Welcome to the homepage of the Research Fund Secretariat (Secretariat).

Knowledge generated by research-based evidence is not only of critical importance to optimizing public health but also to enhancing the efficiency and effectiveness of health services. This is an essential ingredient to maximize human potential to achieve the well-known dictum that "public health is public wealth". The Government has established several health related research funds. The knowledge generated by the local research enables health policy formation to be based on locally generated evidence.

There are three health research funds administered under the purview of the Research Office of the Food and Health Bureau:

Health and Health Services Research Fund (HHSRF)

  • Open for applications since 2002 with a capital amount of $10 million to finance research projects in public health, health services or Chinese medicine.
  • The Research Council oversees the administration of the HHSRF and approves successful grant applications.

Research Fund for the Control of Infectious Diseases (RFCID)

  • Set up during the SARS epidemic in 2003 with a capital amount of $450 million to encourage, facilitate and support research on the prevention, treatment and control of infectious diseases in Hong Kong, in particular emerging diseases such as SARS.
  • The Research Council oversees the administration of the RFCID and approves successful grant applications.

Health Care and Promotion Fund (HCPF)

  • Set up in 1995 with a capital amount of $80 million to support projects that help people adopt healthier lifestyles by enhancing awareness, changing behaviour or creating an environment that supports good health practices.
  • The Health Care and Promotion Fund Committee oversees the administration of the HCPF and approves successful grant applications.

The Research Fund Secretariat, housed under the Research Office of the Food and Health Bureau, provides secretariat support to the Research Council and the Health Care and Promotion Fund Committee. These include processing of grant applications, arranging the release of funds, monitoring on-going projects and disseminating research project results. The Secretariat also provides follow-up to the previous Health Services Research Fund since its official winding up on 3 July 2003.

This homepage contains all the information required to submit an application to any of the funds administered by the Secretariat. In addition, summaries of approved applications and reports of completed projects can be viewed.
