Chinese Medicine
Chinese Medicine Unit
Established in 2018, the Chinese Medicine Unit (CMU) is a dedicated unit responsible for coordinating and promoting the development of Chinese medicine in Hong Kong at policy level. The CMU is organised into four sections, each headed by an Assistant Commissioner for Chinese Medicine Development.
Policy Development Section
- Policy matters in relation to the overall development of Chinese medicine in Hong Kong, including the positioning of Chinese medicine in the healthcare system and the overall development strategies of Chinese medicine;
- Coordination of the consultation and formulation of a Chinese medicine development blueprint and its follow-up actions;
- Policy matters in relation to the legislative framework on Chinese medicine;
- Policy matters in relation to the development of the Chinese Medicine Hospital and the Government Chinese Medicines Testing Institute;
- Matters in relation to the implementation and enhancement of the Chinese Medicine Development Fund; and
- Housekeeping and central administration matters of CMU.
Service Development Section
- Policy matters in relation to the development, funding and implementation of Government-subsidised Chinese medicine services (including Chinese Medicine Clinics cum Training and Research Centres, Integrated Chinese- Western Medicine Services and other new services);
- Matters in relation to the use of information technology by Chinese medicine sector;
- Secretariat support to the Chinese Medicine Development Committee (chaired by the Secretary for Health); and
- To support Policy Development Section of CMU in handling housekeeping and central administration matters of CMU.
Professional Development Section
- Professional support and advice to other sections of CMU in the area of Chinese medicine practice and Chinese medicine drugs;
- Policy matters in relation to the regulation and professional development of Chinese medicine practitioners;
- Policy matters in relation to the regulation and professional development of Chinese medicine traders and related personnel; and
- Policy matters in relation to education, training and research and development of Chinese medicine.
Public Education and Stakeholder Liaison Section
- Policy matters in relation to trade facilitation measures in Chinese medicine;
- Collaboration and liaison with local and Mainland (including Greater Bay Area) stakeholders;
- Formulation and implementation of Mainland (including Greater Bay Area) co-operation initiatives;
- Formulation and implementation of public education and publicity strategies for promoting Chinese medicine;
- Promotion of further development of Hong Kong’s Chinese medicine sector in markets outside Hong Kong; and
- Support to local, Mainland and international events and conferences on Chinese medicine.
