Appointments to the Advisory Council on Food and Environmental Hygiene

The Government today (March 27) announced the appointment of Mr Felix Fong Wo as the chairman of the Advisory Council on Food and Environmental Hygiene. Mr Fong is a lawyer and has been a member of the advisory council since 2005. He is the Chairman of the Liquor Licensing Board and a member of the Town Planning Board. Mr Fong also serves on other public sector advisory and statutory boards and has extensive community service experience.

The Government also announces the appointment of ten new members and the re-appointment of five incumbent members to the advisory council for a term of two years from April 1, 2009 to March 31, 2011. The appointments were made by the Chief Executive.

The new members are: Professor Paul Chan Kay-sheung; Professor Thomas Chan Yan-keung; Ms Cheuk Fung-ting; Mr Allen Ho; Dr Ho Pak-leung; Mr Alan Lee Chi-keung; Dr Lilian Leong Fung Ling-yee; Ms Winnie Li Hiu-lee; Professor Lo Yuk-lam and Professor Wong Po-choi.

The following is a brief biography of the ten new members:

Professor Paul Chan Kay-sheung is a professor in the Department of Microbiology of the Chinese University of Hong Kong. Professor Chan has involved in research studies in viral oncology, viral epidemiology, etc and has published a number of articles on human herpesvirus and serologic diagnosis of SARS. He is also a member of the Scientific Committee on Emerging and Zoonotic Diseases.

Professor Thomas Chan Yan-keung is a professor in the Department of Medicine and Therapeutics, Faculty of Medicine, of the Chinese University of Hong Kong. He has a special interest in toxicological problems relating to food consumption and the importance of diet in the prevention and treatment of chronic diseases. He is also a member of the Expert Committee on Food Safety and a member of the Expert Group on Melamine Incident.

Ms Cheuk Fung-ting is the executive director of Kampery Group and has extensive experience in the food and restaurant industry. She is also the vice chairman of the Association of Coffee & Tea of Hong Kong and one of the founding members of the Hong Kong Federation of Restaurants and Related Trades.

Mr Allen Ho is the director of food safety and quality assurance of the Dairy Farm Group. He is also a member of the Expert Committee on Food Safety and has extensive experience in food safety and quality assurance.

Dr Ho Pak-leung is an associate professor in the Department of Microbiology of the University of Hong Kong. Dr Ho is an expert in the field of microbiology and infectious diseases. He is also a member of the Scientific Committee on Infection Control.

Mr Alan Lee Chi-keung is an engineer by training and is an elected member of the Kwai Tsing District Council. He also serves on several public sector panels and is involved in different district committees relating to environmental and health affairs.

Dr Lilian Leong Fung Ling-yee is a medical doctor specialising in radiology. She is an ex-officio member of the Council of the Hong Kong Academy of Medicine as well as a member of the Dental Council of Hong Kong. She has also served on the Medical Council of Hong Kong and various committees in the Hospital Authority.

Ms Winnie Li Hiu-lee is the vice chairman of the Hong Kong Federation of Restaurants and Related Trades. She is also a registered X-ray technologist. She is the director of several food trade companies. She has extensive experience in the food trade and knowledge on food safety issues and regulatory control of food businesses.

Professor Lo Yuk-lam is an expert in the field of biotechnology. He has served as the chairman of the Innovation and Technology Fund (Biotechnology Projects) Vetting Committee. He is a member of the Research Grants Council and an adjunct professor in the Department of Biochemistry (Science) of the Chinese University of Hong Kong.

Professor Wong Po-choi is a professor in the Department of Information Engineering of the Chinese University of Hong Kong. He is the Chairman of the Committee on Home-School Co-operation as well as members of the Education Commission and Family Council.

On the new appointments, a government spokesman said the new members had sound experience and expertise in the subject matters of the advisory council and had taken a leading role in their respective professions.

They would contribute to the deliberations of the council by considering food safety and environmental hygiene issues from a broad public interest perspective and assisting the Secretary for Food and Health in formulating relevant policies, the spokesman said.

The Secretary for Food and Health, Dr York Chow, welcomed the new members to the advisory council. He also thanked the out-going Chairman, Professor Yuen Kwok-yung, and the outgoing members for their professional advice and significant contribution to the advisory council. Prof Yuen will retire from the advisory council on April 1 after having served as the Chairman of the advisory council for six years.

The advisory council is a non-statutory body established on April 1, 2000, to advise the Government on food and environmental hygiene issues. Its terms of reference are �V

* To consider and advise the Secretary for Food and Health on policies relating to food safety, environmental hygiene and veterinary public health, and to monitor their implementation;

* To advise Secretary for Food and Health on the regulation of farms, food premises, food hazards and food composition;

* To receive reports on the handling of major food and farm incidents; and

* To advise Secretary for Food and Health on community education and publicity programmes for promoting public understanding of food safety and public responsibility for environmental hygiene.

The council comprises a chairman, 15 non-official members and four ex-officio members. The new membership list of the council is as follows -
