Appointments to Community Investment and Inclusion Fund Committee

The Government announced today (April 6) the appointments to a committee to operate the Community Investment and Inclusion Fund. The $300 million Fund, announced in the Chief Executive's 2001 Policy Address, aims to provide funding support to community-initiated projects for encouraging mutual concern and aid among people.

The committee comprises 17 members, including Dr Raymond Wu Wai-yung as the Chairperson and the Hon Bernard Chan as Vice-chairperson, 12 other non-officials and three ex-officio members. 

Dr Wu has an extensive record of public service, and is currently Chairman of the Rehabilitation Advisory Committee. He has also served, previously or presently, on a number of key Government advisory and statutory bodies including the Hospital Authority, the Elderly Commission, the Equal Opportunities Commission, and the Education Commission. In addition, Dr Wu is the Chairman of the New Life Psychiatric Rehabilitation Association and is a founder and currently Vice-chairman of the Business and Professionals Federation of Hong Kong.

Secretary for Health and Welfare, Dr E K Yeoh, said he was very pleased that Dr Wu had agreed to serve as the first Chairperson of the committee. 

"His vast experience in and commitment to, public and community service amply demonstrates his enthusiasm and dedication for the betterment of Hong Kong. His extensive experience of different sectors of Hong Kong life places him in a unique position to lead the Committee, to promote the development of social capital and ultimately, help develop a more caring and harmonious society," he said.

Mr Chan has actively participated in public and community service. He is a Member of the Legislative Council and serves on a number of Government advisory and statutory bodies, including the Business Advisory Group, the Elderly Commission, the Fight Crime Committee and the Vocational Training Council. In addition, he is the Chairman of the Hong Kong Council of Social Service, a director of the Community Chest of Hong Kong, a director of the Chinese General Chamber of Commerce and an executive committee member of the Business & Professionals Federation of Hong Kong. His service and experience in the business sector is extensive. 

"Given his public and community service and strong links with the business sector, he will serve as a useful bridge between the Government, the not-for-profit sector and the private sector and help build up partnerships between the various sectors in terms of developing social capital in Hong Kong," Dr Yeoh said.

Dr Yeoh also thanked the other non-official members, drawn from a wide range of sectors and interests, and all have considerable experience in public service, for joining the committee. He said, "They will ensure that the views from a broad spectrum of the community are reflected in the work of the committee."

The appointments of all the non-official members will run for three years effective from April 1, 2002. The full membership list of the committee is as follows:

Background

The Chief Executive announced in the 2001 Policy Address the setting up of a $300 million Community Investment and Inclusion Fund, to encourage mutual concern and help among people, to further develop the community support network and to promote community participation. This will enhance support for the vulnerable through a strengthened community network and enhanced cross-sectoral cooperation. The committee set up under the Fund is tasked to consider and approve funding applications, and to advise the Government on the development of social capital in Hong Kong.
