Subject Tender for the Provision of Services to Operate the Kwai Tsing District Health Centre
Description Operate a Core Centre and five Satellite Centres of the Kwai Tsing District Health Centre (DHC), recruit a core team and develop a network of DHC medical and healthcare service providers during the 36-month operation period. Gearing up is allowed, within at most an eight-month period.

Submission of Tenders

Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Central Tender Board, and placed in the Government Logistics Department Tender Box situated on the Ground Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong before 12:00 noon (Hong Kong time) on 16 November 2018. Late tenders and/or tenders not deposited in the specified tender box will not be accepted.

In case a black rainstorm warning signal or tropical cyclone warning signal No. 8 or above is hoisted at any time between 9:00 a.m. and 12:00 noon (Hong Kong time) on the Tender Closing Date, the tender closing time will be postponed to 12:00 noon (Hong Kong time) on the first working day after the black rainstorm warning signal has ceased to be in effect or the tropical cyclone warning signal No. 8 is lowered.

In case of blockage of the public access to the location of the specified tender box on the tender closing date, the Government will announce extension of the tender closing time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. The above announcement will be made via press release on the website of Information Services Department.

1. A briefing session (to be conducted in Cantonese) which includes a “Question and Answer” session on this tender exercise will be held as follows:

Time : 11:00 a.m. to 1:00 p.m.
Venue : Training cum Lecture Room A, 5/F, West Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong

2. A site visit to the Core Centre of the District Health Centre will be arranged in October 2018. Details of the site visit will be announced in due course.

Tenderers who wish to attend the briefing session and/or site visit shall nominate three representatives at most for each event and send an email listing the name of organization, names and post titles of the nominated representatives, session (site visit and/or briefing session) to attend, as well as the name, post title, email address, telephone number and fax number of the contact person, to on or before 21 September 2018 (Friday) by 5:00 p.m.
4. Open tender is adopted. All interested non-public entities are invited to tender.
5. The tender is not covered by the Agreement on Government Procurement of the World Trade Organization.
6. The Government of the Hong Kong Special Administrative Region does not bind itself to accept the tender with the highest combined score or any tender, and reserves the right to negotiate with any tenderer about the terms of the offer.
