Subject: Tender for Provision of Transportation Services for Quarantine Guests of the Designated Quarantine Hotel Scheme
Description: To provide transportation services to persons arriving at Hong Kong via the airport who have stayed in places outside China on the day of arrival at Hong Kong or during the 21 days before that day, and who have to undergo compulsory quarantine for 21 days in designated quarantine hotels, with a view to reducing their contact with the community.

Tender Closing Date/Time: 12:00 noon (Hong Kong time) on 5 March 2021 (Friday)
Submission of Tenders:
Tenders must be clearly marked with the tender reference and the subject of the tender on the outside of the envelope (but should not bear any indication which may relate the tender to the tenderer) addressed to the Chairman, Tender Opening Committee, Government Logistics Department, and be deposited in the Government Logistics Department Tender Box situated on the Ground Floor, North Point Government Offices, 333 Java Road, North Point, Hong Kong before 12:00 noon (Hong Kong Time) on Friday, 5 March 2021. Tender must be deposited in the tender box as specified in this tender notice (‘Specified Tender Box’) before the tender closing time. Late tenders and tenders not deposited in the Specified Tender Box will not be accepted.

If tropical cyclone signal No. 8 or above is hoisted, or a black rainstorm warning signal or “extreme conditions after super typhoons” announced by the Government is/are in force at any time between 9:00 a.m. and 12:00 noon (Hong Kong time) on the Tender Closing Date, the closing time will be postponed to 12:00 noon (Hong Kong time) on the first working day after the tropical cyclone signal No. 8 is lowered, or the black rainstorm warning signal or the “extreme conditions after super typhoons” announced by the Government has/have ceased to be in force.

In case of blockage of the public access to the location of the Specified Tender Box at any time between 9:00 a.m. and 12:00 noon (Hong Kong time) on the Tender Closing Date, the Government will announce extension of the Tender Closing Time until further notice. Following removal of the blockage, the Government will announce the extended tender closing time as soon as practicable. Remarks:
  1. An online briefing session (to be conducted in Cantonese) which includes a “Question and Answer” session on this tender exercise will be held, with details as follows:
    Date: 25 February 2021 (Thursday)
    Time: 10:00 a.m. - 12:00 noon
  2. Tenderers who wish to participate in the briefing session shall nominate two representatives at most and send an email listing the name of organisation, names and post titles of the nominated representatives, as well as the name, post title, email address, telephone number and fax number of the contact person, to designatedhotel@fhb.gov.hk on or before 22 February 2021 (Monday). Tenderers successfully registered to the briefing will receive a confirmation email with a hyperlink to join the briefing.
  3. Open tender is adopted. All interested contractors/suppliers/service providers are invited to tender.
  4. The above tender is covered by the Agreement on Government Procurement of the World Trade Organization and will not involve electronic auction. This notice also serves as a summary notice required under the Agreement on Government Procurement of the World Trade Organization.
  5. The Government of the Hong Kong Special Administrative Region does not bind itself to accept the lowest tender (or the highest combined score for a tender adopt a marking scheme) or any tender, and reserves the right to negotiate with any tenderer about the terms of the offer.
