Background

2008

  • The Government published the Consultation Document on Healthcare Reform "Your Health, Your Life" in March 2008, setting out a comprehensive package of proposals for reforming the healthcare system, including enhancing primary care development especially the provision of continuing, preventive, comprehensive and holistic healthcare services.

2010

  • The Government published the "Primary Care Development in Hong Kong: Strategy Document", setting out the major strategies and pathways of action for improving the delivery of primary care services in Hong Kong.
  • The former Primary Care Office was established under the Department of Health (DH) to support the Food and Health Bureau (FHB) in the implementation of strategies to enhance primary care.
  • Two Reference Frameworks for Diabetes Care and Hypertension Care for Adults in Primary Care Settings were published.

2011

2012

  • The sub-directory for Chinese medicine practitioners was launched in October 2012.
  • Two Reference Frameworks for Preventive Care for Children and Older Adults in Primary Care Settings were published.

2017

  • In 2017 Policy Address, the Chief Executive announced to set up a District Health Centre (DHC) in Kwai Tsing District as a pilot to strengthen medical-social collaboration and public-private partnership, with a view to enhancing public awareness in disease prevention and self-health management, offering greater support for patients with chronic diseases.
  • The Steering Committee on Primary Healthcare Development was established in November 2017 to comprehensively review the existing planning of primary healthcare services and develop a blueprint for the sustainable development of primary healthcare services in Hong Kong.

2018

  • In 2018 Policy Address, the Chief Executive announced to proactively take forward the setting up of DHCs in other districts, with the Kwai Tsing DHC as the blueprint.

2019

  • The Primary Healthcare Office (PHO) was established under the Food and Health Bureau on 1 March 2019 to oversee and steer the development of primary healthcare services at the bureau level.
  • The first DHC was established on 24 September 2019 in Kwai Tsing District.
  • The former Primary Care Office was integrated with the PHO on 1 October 2019.
